The AGM Lecture Dinner 2026 holds special significance as it coincides with the 80th Anniversary of the Hong Kong Civil Aviation Department (CAD). To commemorate this important milestone, the Director-General of Civil Aviation will address our members and guests, sharing the achievements of CAD and Hong Kong aviation over the past 80 years; as well as his insights on the future development of civil aviation in Hong Kong and the wider region.
About the lecture speaker
Ir Capt LIU has over 30 years of aviation experience. Before assuming the position of Director‑General of Civil Aviation in April 2020, he held a range of senior management roles across various technical divisions of the CAD. He joined the CAD as an Assistant Operations Officer in 1992 and was promoted to Chief Operations Officer in 2006 and Assistant Director‑General of Civil Aviation in 2011. He was appointed Deputy Director‑General of Civil Aviation in May 2016.
Ir Capt Liu holds a Bachelor’s degree in Social Sciences from the University of Hong Kong and a specialised Master’s degree in Aviation Safety (Aircraft Airworthiness) from the École Nationale de l’Aviation Civile (ENAC), France. He is a professional pilot with experience in scheduled airlines, business charter operations, and search‑and‑rescue missions. He is also a Fellow of the Hong Kong Institution of Engineers.
He previously served as Vice Chairman of the International Civil Aviation Organization’s Asia‑Pacific Regional Aviation Safety Group and as Vice President (Asia) of the International Federation of Airworthiness
Fee
Chinese Set Dinner:
HK$200 per head for Aircraft Division / Aircraft Discipline / Student Members of the HKIE; HK$800 per head for non-members;
HKD8,000 flat rate per 12-person table.
