District-Wide Fire Safety Strategy and Innovative Fire Engineering Design for Integrated Basement in WKCD

The West Kowloon Cultural District (WKCD) is one of the largest cultural projects in the world. Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate. The 23 hectares of public open space in WKCD is reserved for leisure and cultural development and a "vehicle-free" design concept, where all traffic and servicing facilities supporting the topside developments will be put underground in the 15-hectare 2 to 3 levels integrated basement, is adopted.

In view that the construction and operation of the integrated basement will be in phases to dovetail with the organic growth of WKCD, a conventional fire safety design might not be fully compatible with the WKCD development and might be disruptive for the operation of WKCD. Accordingly, the performance-based fire engineering approach and district wide fire safety strategy are developed and adopted to set out the framework for the fire engineering design to address the fire safety challenges and operational need of WKCD. Innovative elements, for examples, the dynamic approach for evacuation analysis and strategy, multiple accesses for emergency and rescue services and water deluge suppression system for underground road etc., are also applied in the fire engineering design.
