The Hong Kong and Shenzhen governments are working together to tap land resources from the Lok Ma Chau Loop (the Loop) lying at the boundary of the two cities.

The Loop will offer higher education facilities, creative and innovative industries and hi-tech R&D hub that will enhance the human resources in Pearl River Delta so as to meet future development needs, consolidate their strategic position in the region and benefit the long-term economic development of the two cities.

Arup has been appointed to undertake a 28-month comprehensive planning and preliminary design study of the Loop and adjoining area.

The Loop is the first low carbon cross-boundary development in South China. We are proposing a comprehensive low carbon strategy for the loop including adopting a low carbon transport strategy and introducing sustainable urban planning and urban design, energy efficient and sustainable measures such as the use of District Cooling System (DCS) and using treated effluent for the non-potable water uses. This will set a precedent case on how knowledge innovation, economic prosperity, creativity and nature could co-exist in a socially inclusive and environmentally-friendly manner.
