香港工程師學會就2023年施政報告向行政長官提出意見 The Hong Kong Institution of Engineers’ Views to the Chief Executive for the Formulation of the 2023 Policy Address

(2023年8月18日,香港) 香港工程師學會(下稱學會)向行政長官提出了一系列建議,並熱切期待行政長官將學會的提案納入香港的策略發展藍圖中。

 

學會的建議重點如下:

 

吸引人才

 

  • 培養本地人才,為香港持續繁榮發展儲備人力資源。
  • 增加向提供香港工程師學會工程畢業生培訓計劃的公司的資助,金額從港元5,610提升至港元10,000或以上,以鼓勵公司為工程畢業生提供更高的起薪。
  • 將受資助名額從目前的272個增加至1,000個,加快人才培訓的速度。
  • 考慮向僱用海外畢業生的公司提供為期兩年的資助,金額約為每月港元10,000。
  • 加強聯繫海外工程畢業生,尤其是源自香港的學生。
  • 向根據現有技術人才入境計劃招聘符合資格人才的教育機構或公司提供資助。
  • 與內地當局協商,允許本地高等院校招收更多有興趣修讀工程和科技相關學位課程的內地學生。

 

教育

 

  • 盡快檢視和修訂大學工程學科入學要求和中學課程。
  • 擴大「工程伴理行」計劃,刺激學生對工程學的興趣。
  • 激發學生,尤其是注重學生對科學科目的興趣。
  • 檢視和為教師提供額外資源,協助他們在當前課程中,尤其在教授科學和數學相關科目時,引入工程實踐。

 

創新和新型工業化

 

  • 採用嶄新思維,利用城市優勢,在上游領域進行研究、注入資本和培養人才;而在中游領域進行研發成果的轉化和商品化;在下游領域則進行工業發展。
  • 放寬限制發明者利潤比例的規定,以鼓勵創造力和創新。
  • 為符合香港新型工業化範疇,並聘請本地工程師和技術人員的領先企業和本地產業提供優惠政策。
  • 就著創新和新型工業化相關項目直接批地,而非通過公開出售。
  • 調低初創企業的初期租金,鼓勵初創發展。
  • 為本地專業人士提供培訓計劃資助。

 

加快推進基礎設施和發展流程

 

  • 通過制定政策,吸引其他地區的工程人才到香港工作,擴大工程人才庫。
  • 運用創新技術、材料和建築方法,提升工作效率,減少利用人力和自然資源。
  • 精簡政府審批流程,鼓勵有關人員作為「促進者」的思維和工作模式。
  • 檢視採購政策,遏制過分壓低報價的情況。

 

土地和房屋供應

 

  • 通過規劃、設計和建設流程提速,加快土地供應。
  • 檢視土地、城市規劃、工程、園景、建築的審批機制。
  • 分析不同類型的住房單位需求並進行合理分配。
  • 將改善基礎設施或土地平整項目的責任轉移至發展商,釋放私有土地潛力,加快私人樓宇發展。
  • 擴大白表二手市場計劃的配額,放寬香港按揭公司的按揭保險計劃。

 

交通運輸和基建設施

 

  • 研究氫燃料電池重型車輛的應用。
  • 在2024年開展部署應用氫燃料車輛的工作時間表,並在2025年向立法會提出相應法例修訂建議。
  • 推動電動車和氫燃料車作為燃油車的替代品。
  • 在中環試行電子道路收費計劃。
  • 擴展航空業人才計劃至大灣區以外地區,吸引更多專才來港。

 

與大灣區的融合

 

  • 加強與內地合作和推動對話,將專業資格互認擴展到更多工程範疇。

 

智慧和可持續城市

 

  • 讓工程師參與制定氣候策略和政策。
  • 在新發展區進行能源或碳排放審核,評估碳排放控制的效果。
  • 發展能應對氣候變化的基礎設施。
  • 為中小企在綠色轉型方面提供支援。
  • 長遠而言,制定有助於推動可持續轉型的法理法規。
  • 發展自動駕駛車輛。
  • 分配資源,改善城市景觀。

 

學會將繼續貢獻工程專長,與政府和各部門通力合作,為香港的長遠發展出一分力。

(18 August 2023, Hong Kong) The Hong Kong Institution of Engineers (HKIE) proposed initiatives to the Chief Executive for consideration in the formulation of the 2023 Policy Address.  The HKIE eagerly anticipates the Chief Executive’s inclusion of the Institution’s proposal into Hong Kong’s strategic development blueprint. 

 

Key highlights of the HKIE’s recommendations are:

 

Talent Acquisition

 

  • Nurturing local talent to build our reserve of human resources needed for the sustainable prosperity of the city.
  • Raising the subsidy to companies running the HKIE Scheme “A” Graduate Training from HK$5,610 to HK$10,000 or above to provide stronger incentives to offer trainees higher starting salaries.
  • Increasing the subsidised quota from the current level at 272 to 1,000 to accelerate talent training.
  • Considering offering two-year subsidies to companies that employ overseas graduates at a monthly rate of approximately HK$10,000.
  • Reaching out further to engineering graduates in overseas countries, particularly those engineering graduates who originate from Hong Kong.
  • Offering subsidies to education institutions or companies that recruit eligible talents by referencing the existing Technology Talent Admission Scheme.
  • The Government’s negotiation with Mainland authorities to allow local tertiary institutions to recruit more Mainland students interested in pursuing engineering and technology-related degree programmes.

 

Education

 

  • Reviewing the admission requirement of university and secondary school curriculum soonest possible.
  • Expanding the “Engineers on Campus” scheme to arouse interest in engineering among students.
  • Stimulating students, especially those in junior high schools, to develop interest in science subjects.
  • Reviewing and providing extra support to teachers in introducing engineering practices in the current curriculum, particularly when teaching science- and mathematics-related subjects.

 

 

 

Innovation and New Industrialisation

 

  • The Administration’s adoption of a new mindset that could leverage the city’s advantages to cover research, capital injection and talent nurturing in the upstream sector; the transformation and commercialisation of R&D outcomes in the midstream sector; and industrial development in the downstream sector.
  • Loosening regulations that limit the portion of profits that go to innovators to encourage creativity and innovation.
  • Providing incentives to leading enterprises and local industries fulfilling the scope of Hong Kong’s new industrialisation for recruiting local engineers and technologists.
  • Granting land directly projects relevant to innovation and new industrialisation directly instead of going through public sale.
  • Setting a lower rent at the beginning of the tenure to facilitate the growth of startups.
  • Funding training programmes on skills required for the future for local professionals.

 

Fast Track Infrastructures and Development Processes

 

  • Broadening the engineer base by policy making to attract talents from other regions to work in Hong Kong.
  • Deploy new technologies, materials and construction methods to improve work efficiency and reduce human and natural resources.
  • Streamlining Government submission and approval processes, and promote a new approach of a facilitator role among Government officers.
  • Reviewing procurement policies to curb artificially very low bids in tenders.

 

Land and Housing Supply

 

  • Expediting the planning, design, and construction stages to accelerate the provision of land parcels.
  • Reviewing the approval mechanisms in land, town planning, engineering, landscaping, and architectural submissions.
  • Prioritising the allocation of different types of housing units.
  • Vesting the responsibility of improving certain minor infrastructure or site formation works to the developers to release the potential of private land and expedite the development of Private Subsidised Sale Flat Pilot Scheme under a private land approach.
  • Expanding the quota of the White Form Secondary Market Scheme and relaxing the Mortgage Insurance Programme of the Hong Kong Mortgage Corporation.

 

 

 

Transportation and Infrastructure

 

  • Developing heavy duty hydrogen vehicles.
  • Accelerating the schedule for commencing preparation work of deploying hydrogen vehicle in 2024 and introducing proposed legislative amendments to the Legislative Council in 2025.
  • Promoting electric vehicles and hydrogen vehicles as substitute for petroleum vehicles.
  • Piloting electronic road pricing in Hong Kong in Central.
  • Expanding the Greater Bay manpower initiative launched for the aviation industry beyond the Greater Bay Area to attract talent to Hong Kong.

 

Integration with GBA

 

  • Taking the lead in strengthening cooperation and promoting dialoges to expand the mutual recognition of professional qualifications into more engineering disciplines.

 

Smart and Sustainable City

 

  • Engaging engineers in formulating climate strategies and policies.
  • Conducting energy or carbon audits in New Development Areas projects as a measure to evaluate the effectiveness of carbon emission control.
  • Develop climate-resilient infrastructure.
  • Providing extra support to small and medium enterprises on green transition.
  • Formulate regulations that will help drive sustainability transition on a long term.
  • Developing e-autonomous vehicles.
  • Allocating extra resources to facelift the cityscape.

 

The Institution will persist in offering our professional engineering knowledge and expertise, collaborating with the Administration and various sectors, to foster the advancement of Hong Kong.
