It is a profound honour to serve as the Chairman of the Building Services Division for the 2026/ 2027 session. I would also like to express my most sincere and heartfelt tribute to the Immediate Past Chairman Ir John CHAN and all our Past Chairmen of BS Division for their outstanding leadership and devotion to the BS division’s development over the past years.

The reputation of Building Services profession in our society nowadays has developed to a much stronger state. Our BS division in particular has been uplifted to a new height with our membership size nearly 5000 now. Our young generation now have a much clearer and brighter pathway of career development in building services profession. This is all built on the legacy of our past leaders with the great support of all Committee Members, Observers and Helpers in the past.

Nowadays, the role of the Building Services Engineers is evolving faster than ever before. We are facing many new challenges, including our Hong Kong’s carbon neutrality target by 2050, the rapid development and integration of new technology such as adoption of AI and IoT in building services systems, and an increasing need for upskilling in digital twin technology for energy optimization and facility upkeeping.  But every challenge often comes with equal opportunity. We are no longer just the “ventilation, fire services, plumbing & drainage and electrical” (風火水電) professionals. We are the lungs and blood circulation system of this smart city, continuously breathing in fresh air while delivering essential nutrients to the organs of this city. The demand for energy efficiency, indoor environmental quality, health and hygiene, and building resilience to climate change has never been this high. Our opportunity lies in leading the smart and green building revolution—moving from operational efficiency, reliability towards net-zero emission and sustainability. However, to seize these great opportunities ahead, we should not just look inward, but also upward to the North. Our mother country embarks on its 15th Five-Year Plan this year, where the focus is set clear: high-quality development, technological self-reliance, and the “Dual Carbon” goals by 2030 and 2060. In fact, this is the year where our National 15th Five-Year Plan kicks started and the very first Five-year Plan of the HKSAR Government is under formulation. As Building Services Engineers, we are certainly one of the key players and we must embrace the opportunity by undertaking a pro-active role of super connector and super value-adder to collaborate and integrate our expertise with the fast development of Chinese Mainland, from manufacturing and supply, design and construction, facility management towards high quality sustainable development, in a full chain.

With all the challenges and opportunities ahead, our profession obviously need more new blood and new energy to drive our industry towards these goals. Therefore, our division will continue to strengthen our promotion of BS profession to the young generation from their school life by our school outreaching program “Connect With BSD”. We will also enhance the promotion and knowledge sharing of various BS engineering development to our members and the public through our BSD social medial channels and division’s activities including seminars, symposium and technical visits. We will keep ourselves abreast of the latest development of our BS profession and also share the knowledge to the public for wider appreciation of our BS profession’s contribution and achievement.

We will continue to strengthen our collaboration with other divisions of HKIE and also other professional institutions and academia by organizing more joint activities together.  Here, I would enlist your continued support and participation to our BS Division and look forward to meeting you all in our upcoming events and activities.

Thank you.

Ir Marsden KONG
