The Hong Kong Institution of Engineers (HKIE) is pleased to announce the installation of Ir Prof Frank CHAN Fan as the 52nd President for Session 2026/2027 at the HKIE’s 51st Annual General Meeting on 23 June 2026.
As a HKIE Fellow, Ir Prof CHAN was elected as Vice President of the HKIE in 2023 and subsequently Senior Vice President in 2025. Beyond his key contributions to the Executive and Council, Ir Prof CHAN has been instrumental in driving the Institution’s strategic growth, taking on a number of leadership roles across Boards, Committees, and Task Forces.
Ir Prof CHAN is a Fellow of the Hong Kong Academy of Engineering, an Honorary Fellow of the Institution of Mechanical Engineers, United Kingdom and a Professorate Senior Engineer of the People’s Republic of China. He holds a Bachelor of Science in Engineering, a Master of Business Administration from the University of Hong Kong, and a Master of Science in Medical Physics from the University of Aberdeen, United Kingdom. He attended the Advanced Management Programme at the Harvard Business School, Strategic Management of Regulatory and Enforcement Agencies at the Harvard Kennedy School, National Studies at the Tsing Hua University and the Chinese Academy of Governance.
He is currently a Hong Kong Deputy to the National People’s Congress, a Vice President of the Greater Bay Area Federation of Engineering Organisation, the Steering Committee Chairman of the Otto Poon Research Institute for Climate-Resilient Infrastructure of the Hong Kong Polytechnic University, an Honorary Professor of the University of Hong Kong, an Honorary Advisor of the Hong Kong Federation of Electrical and Mechanical Contractors and the Hong Kong Civil Servants General Union, as well as an independent non-executive director of the China Resources Land Limited, the China State Construction International Holdings Limited and the Beijing Urban Construction Design & Development Group Company Limited.
He was the former Secretary for Transport and Housing, overseeing policy and strategy, development and implementation of housing, logistics, air services, land and maritime transport. He was the Chairman of the Hong Kong Housing Authority, the Hong Kong Maritime and Port Board, the Hong Kong Logistics Development Council and the Aviation Development and Three-runway System Advisory Committee; and a Board Member of the Airport Authority Hong Kong, the Hong Kong Mortgage Corporation Limited and the MTR Corporation Limited.
Prior to that, he was the Director of Electrical and Mechanical Services, spearheading policy initiatives and law enforcement on energy efficiency and safety of railway, tramway, ropeway, gas, electricity, lift, escalator and nuclear power; and providing professional advice and services.
Ir Prof CHAN is also the Founding Chairman of the Association for Engineering and Medical Volunteer Services, an Honorary Advisor of the Research Centre for Assistive Technology of the Hong Kong Polytechnic University, and an Advisory Committee Member for Innovation and Technology for Aging of the Hong Kong Council of Social Service.
With his distinguished leadership and extensive experience in engineering and public service, Ir Prof CHAN is well positioned in leading the HKIE for professional excellence. The Institution will also collaborate closely with counterparts in Chinese Mainland and overseas to “Connect Minds and Empower Tomorrow”.
