| Introduction | After several years of adopting the New Engineering Contract (NEC) in the delivery of public works projects, the Government has publicised the NEC Hong Kong Edition that aims to suit local practices. This Edition has incorporated various integrity risk control measures that address special features of NEC, particularly Target Contracts (e.g. the cost reimbursement basis plus a fee payment arrangement, pain-gain share mechanism). Engineers should familiarise themselves with these in order to properly administer a contract, and avoid falling prey to corrupt practices. |
