Introduction

After several years of adopting the New Engineering Contract (NEC) in the delivery of public works projects, the Government has publicised the NEC Hong Kong Edition that aims to suit local practices.  This Edition has incorporated various integrity risk control measures that address special features of NEC, particularly Target Contracts (e.g. the cost reimbursement basis plus a fee payment arrangement, pain-gain share mechanism).  Engineers should familiarise themselves with these in order to properly administer a contract, and avoid falling prey to corrupt practices.

Objectives

To enhance the integrity management capabilities and raise the corruption prevention awareness of engineers in administration of NEC target contracts

Integrity Risks and Preventive Measures on:

-       Contract Payments

-       Compensation Events

-       Subcontracting Arrangements

-       Introduction of Construction Industry Integrity Charter 2.0

Language

Cantonese with presentation materials in English

Remarks

Course participants would be recommended to gain 2.5 CPD hours for (a) completion of the “Build on Integrity – E-learning Course on Professional Ethics and Corruption Prevention for Engineers in the Construction Industry” (recommended for 1 CPD hour) on https://hkbedc.icac.hk/construction-elearning/engine.html before attending the seminar; and (b) attendance in this seminar (recommended for 1.5 CPD hours)
