Introduction

Corruption in the construction industry resulting in substandard works could pose serious threats to public safety and undermine public confidence in the quality of public works projects.  To address the associated integrity risks, the ICAC proposed in the 2023 Policy Address a new initiative to develop a Project Integrity Management Framework (now known as the Project Integrity Navigator (PIN)).  PIN aims to assist stakeholders in effectively managing corruption and other integrity risks during project implementation, while supporting the time, cost, quality objectives to be concurrently achievable goals.  With engineers playing key roles among various project stakeholders (e.g. clients, consultants and contractors), the ICAC speaker will introduce PIN and its key components, and explain how engineers are involved in its implementation.
