Newly Installed HKIE President Ir Prof Frank Chan Fan “Connect Minds, Empower Tomorrow”

(25 June 2026, Hong Kong) The Hong Kong Institution of Engineers (“HKIE”) is delighted to announce that Ir Prof Frank Chan Fan has been elected as the 52nd President of the HKIE at the 51st Annual General Meeting held on 23 June 2026, while Ir Alice Chow assumes the role of Immediate Past President of the Institution.

As 2026 marks the commencement of the Nation’s 15th Five‑Year Plan (2026–2030), the engineering profession stands at a pivotal juncture in contributing to the Nation’s five-year development. Against this backdrop, President Ir Prof Chan has set the theme “Connect Minds, Empower Tomorrow” (匯聚智慧・創建明天) for Session 2026/2027, highlighting the importance of cross-disciplinary, cross-sectoral and cross-regional collaboration in navigating an era of profound global transformation and rapid technological advancement.

To ensure strategic continuity and forward-looking development, this Session will launch a three-year Strategic Plan anchored by three pillars: Sustainability, Evolution, and Engagement. Through systematic planning and phased implementation, the HKIE aims to reinforce the core values and institutional foundations of the profession, while strengthening its strategic positioning and professional contribution within Hong Kong and the broader national development landscape.

While the three pillars are interdependent, Sustainability will take centre stage this Session. In line with the commitment of both the Nation and Hong Kong to achieve carbon neutrality, Ir Prof Chan highlighted that, “The HKIE is dedicated to driving the profession’s trajectory in support of the United Nations Sustainable Development Goals”. He added, “During this Session, we will foster systematic carbon footprint management. Through actions, we aim to demonstrate professional responsibility and set an example.”

The Institution also plans to organise international forums and professional exchange initiatives to foster cross-sector collaboration, advance climate action, and promote sustainable urban development.

Amid rapid technological transformation, Ir Prof Chan emphasised that the profession must embrace Evolution by proactively exploring its role in frontier fields such as artificial intelligence, aerospace technology, and new industrialisation. By continuously enhancing professional capabilities and institutional frameworks, the HKIE will ensure that engineers remain at the forefront and play a leading role in the future.

The HKIE will also deepen its Engagement with members and the wider community, strengthening connections across sectors and enhancing public understanding of the profession’s contributions to society. The Institution seeks to elevate the professional image and societal recognition of engineers, while collaborating closely with the education sector to nurture future talents for the ongoing advancement of the Nation and Hong Kong.

With over 40 years of experience in engineering and public administration, Ir Prof Chan has long been actively involved in the affairs of the HKIE and has contributed tirelessly to advancing the profession in various capacities. He is actively engaged in public affairs, serving as a Hong Kong Deputy to the National People’s Congress and in other capacities. With his broad vision and extensive administrative experience, Ir Prof Chan aspires to lead the HKIE in seizing the opportunities presented by the 15th Five-Year Plan, further strengthening the engineering profession’s strategic contribution to the development and prosperity of the Nation and Hong Kong.

At the meeting, it was also announced that Ir Rupert Leung Kwok Yiu and Ir William Luk Wai Lam were re-elected as Vice Presidents, while Ir Chiang Tung Keung was elected Vice President for this Session.  The five new Elected Ordinary Members of the Council are Ir Steven Chan Nai Kin, Ir Anny Ip Kit Ying, Ir Luk Wai Hung, Ir Jacky Ng Kai Cheung, and Ir Kelvin Wong Ka Wing.
