(Hong Kong, 17 April 2026) The Hong Kong Institution of Engineers (hereafter “the HKIE”) presented various accolades to a distinguished group of engineers at its Annual Dinner held today, in commendation of their exceptional contributions to the Institution, the engineering sector and the wider community. The HKIE was honoured to welcome The Honourable Paul Chan Mo-po, GBM, GBS, MH, JP, Financial Secretary of the Government of the Hong Kong Special Administrative Region, as the Principal Guest.
The President of the HKIE, Ir Alice Chow presented five engineering awards. The HKIE Honorary Fellows were awarded to Ir Prof Philip Chan Ching Ho, BBS, and Dr Roy Chung Chi Ping, GBS, JP; The HKIE Gold Medal went to Ir Dr Jacob Kam Chak Pui, JP; The President’s Award went to Ir Mandy Leung Man Yee; the Young Engineer of the Year Award was presented to Ir Mimi Kot Yee Mei; and three project teams were awarded “The HKIE Grand Award”.
The HKIE Honorary Fellow 2026
Each year, especially distinguished members may be elected as Honorary Fellows for the remarkable services that they have rendered to the Institution and the engineering industry, or their outstanding achievements in the fields of science and engineering. This year two Fellows, Ir Prof Philip Chan Ching Ho, BBS, and Dr Roy Chung Chi Ping, GBS, JP, were elected.
Ir Prof Philip Chan Ching Ho, BBS, is a renowned technologist specialising in semiconductor engineering who has made significant contributions in promoting engineering education in Hong Kong.
He helped found HKUST and later served as Head of Electronic and Computer Engineering, Dean of Engineering, and Director of the Microelectronics Fabrication Facility. He advanced international recognition of Hong Kong’s engineering education through his active service on the HKIE Engineering Accreditation Board and Hong Kong’s admission to the Washington Accord.
At the PolyU, as Deputy President and Provost and later Interim President, he led the transition from a three‑year to a four‑year bachelor’s curriculum. As an inventor, he pioneered the flip‑chip high‑brightness LED—improving light output and heat dissipation—an innovation successfully commercialised and widely used in automobile headlights and agricultural lighting.
He has actively served the innovation and technology community and was awarded the Bronze Bauhinia Star. He is a Fellow of IEEE, the Hong Kong Academy of Engineering Sciences, and the HKIE.
Dr Roy Chung Chi Ping, GBS, JP, is a distinguished self‑made industrialist, philanthropist, and champion of engineering innovation whose journey from a teenage warehouse keeper to a globally recognised leader through sheer determination and tireless effort truly reflects Hong Kong’s enduring “Lion Rock Spirit”.
He co‑founded Techtronic Industries in 1985 and guided its transformation from a niche maker of rechargeable battery packs into a world‑leading producer of power tools, outdoor power equipment and floorcare products. Today, TTI stands as a blue‑chip company on the Hang Seng Index, and Dr Chung is widely known as the “King of Power Tools” for his pivotal role in advancing Hong Kong’s industrial development. Beyond industry, he has been a major supporter of engineering education, including his support for the establishment of the Academy for Bright Future Young Engineers at the HKUST and the establishment of the Bright Future Engineering Talent Hub at CityUHK, dedicated to cultivating a new generation of engineering talents.
Dr Chung’s exemplary achievements have been recognised with honours, including the Gold Bauhinia Star, Industrialist of the Year, the Young Industrialist Awards of Hong Kong, Justice of the Peace, and multiple honorary doctorates in recognition of his contributions to industrial development and society.
The HKIE Gold Medal 2026
The Gold Medal is awarded to an outstanding member in recognition of his/her specific contributions to or achievements in his/her engineering field. This year, the Medal went to Ir Dr Jacob Kam Chak Pui, JP.
Ir Dr Kam is a distinguished engineer and exemplary leader whose career reflects exceptional professional achievement, commitment to public service, and lifelong dedication to the advancement of engineering, transport and city development in Hong Kong and beyond.
As Chairman of MTR Corporation, he guides the strategic direction and governance of the company, in pursuit of its mission of “Keep Cities Moving”. Having devoted more than three decades to MTR since 1995 — including service as CEO from 2019 to 2025 — he led the team in ensuring the safe, reliable and sustainable management of the complex railway system, while advancing the “Rail plus Community” model, integrating transport with urban development to create sustainable, liveable communities.
He also serves the community as Honorary Chairman of the International Association of Public Transport, a Vice Chairman of the General Committee of the Hong Kong General Chamber of Commerce, and a member of the board of directors of the Community Chest of Hong Kong, continuing to contribute his expertise and experience across different areas.
The President’s Award 2026
The President’s Award was set up by the Institution to recognise the dedicated and valuable services of members of any class who had served the Institution with distinction. This year, the award went to Ir Mandy Leung Man Yee.
Ir Leung is the Head of Asset Strategy of CLP Power Hong Kong Limited, where she stewards the company’s electricity asset portfolio to enhance reliability, digitalisation and support Hong Kong’s long‑term decarbonisation goals.
Ir Leung has held key leadership roles including Chairman of the Electrical Division, the Electrical Discipline Advisory Panel and the Public Service Committee of the HKIE, actively promoting professional development and industry exchange. She also serves on the HKSAR Government’s Curriculum Development Council which champions STEAM strategies to inspire future engineers.
Young Engineer of the Year Award 2026
The Young Engineer of the Year Award aims to recognise outstanding young engineers for their significant contributions to, and outstanding achievements in, the profession, the community of Hong Kong, and the HKIE. This year, Ir Mimi Kot Yee Mei received the Award.
Ir Kot is an engineer at the Electrical and Mechanical Services Department, recognised for resilience, innovation and public service. During COVID‑19, she led teams to set up quarantine centres, install mask production lines, and assess school ventilation systems, supporting the community in keeping the pandemic at bay. A champion for innovation and technology, she has initiated over ten projects—from IoT flood monitoring to drone inspection and a patented detection robot—earning international awards and remarkable results. She now focuses on talent development at EMSD, training hundreds of young engineers and technician trainees, and injecting new impetus into the sustainable development of the engineering profession.
Certificates of Merit for 2026 went to Ir Daphne Chan Wai Man and Ir Marion Kan Ka Wing.
The HKIE Grand Award 2026
The HKIE Grand Award celebrates members whose exemplary work has made significant contributions to the development of Hong Kong. This Year, the Award recognises outstanding engineering excellence in the Industrial category.
Gold Award
Awardee: Ir Ng Chi Wai
Submission: Smart Fire Services Inspection with AI
This pioneering project integrates artificial intelligence into fire safety inspection. Deploying proprietary AI algorithms alongside handheld SLAM (Simultaneous Localisation and Mapping) scanners, the system enables the recognition and segmentation of building components within 3D point cloud models and the extraction of their spatial coordinates. This facilitates automated comparison between as-built conditions and design BIM models or drawings, culminating in the generation of comprehensive inspection reports.
The innovation substantially reduces on-site inspection time while enhancing measurement accuracy and minimising human error. Overall operational efficiency is increased by 30 percent, marking a significant advancement in fire safety management practices in Hong Kong.
Ir Ng Chi Wai, Chief Digital Officer of Transcendence Company Limited, has led the project team from the research and development phase through to full-scale implementation, driving the company’s digital transformation and innovative developments.
Silver Award
Awardees: Ir Zhang Yi and Ir So Ka Ki
Submission: The Application of CSIM Modular Hospital Series for Healthcare Development
Developed by China State Construction International Medical Industry Development Co., Ltd (“CSIM”), the CSIM Modular Hospital Series transforms complex hospital designs into high-quality, green, intelligent, and rapidly constructed medical facilities through standardised modularisation.
Adopting a “Module Follows Function” approach, the series delivers comprehensive healthcare spaces that combine standardised design with customisation. This ensures stable quality and rapid construction, while also offering flexible configuration and strong compatibility. The system was used to build the Chinese Medicine Hospital of Hong Kong and Government Chinese Medicines Testing Institute—Hong Kong’s first multi-story permanent hospital constructed using Modular Integrated Construction (MiC) and integrated low-carbon technologies.
The series offers exceptional cost efficiency, significantly condensing the construction cycle and reducing resources requirements while providing flexible yet standardised spaces. Moreover, it champions sustainability by substantially lowering embodied carbon compared to conventional building methods.
By integrating advanced industrialised construction, digitalisation, and low-carbon green technologies, the CSIM series embodies the concept of “New Quality Productive Forces,” bringing innovative momentum to the construction engineering profession while driving the industry’s global modernisation.
Bronze Award
Awardees: Ir George Law Tak Chi, Ir Patrick Lee Shui Cheuk and Ir Roger Poon Tak Wah
Submission: Innovative Full-span Deck Erection Method and Special Lifting Frame Erection Method and their application in Development of the Loop
The Loop is a major cooperation platform in the Greater Bay Area as outlined in the national “15th Five-Year Plan”. Under the Development of the Loop project, Civil Engineering and Development Department (CEDD) successfully pioneered the application of two innovations in bridge construction—Full-span Deck Erection Method and Special Lifting Frame Erection Method—to expedite the Northern Metropolis development.
The world-first “Full-Span Deck Erection Method” was adopted in the construction of Bridge ST01 connecting the Loop to Fanling Highway. Combining the use of Self-propelled Modular Transporter and strand-jack lifting system, a full span bridge deck was erected in just one night, greatly enhanced construction efficiency and site safety. Besides, the “Special Lifting Frame Erection Method” was applied in the construction of Direct Road Link viaduct connecting the Loop to the Lok Ma Chau Station. Being the Hong Kong’s first 360° rotating equipment, it enabled erection of bridge deck in all-direction, effectively improving the efficiency and safety of working over 24-hour cross-boundary roads and adjacent to MTR rail track.
CEDD hopes that the innovations adopted in the Development of the Loop project can enhance the efficiency and safety of future bridge construction in Hong Kong as well as the Greater Bay Area.
This year’s award recipients, with their remarkable professional vision, forward-thinking innovation, and exceptional leadership, continue to create value for society, demonstrating the engineering profession’s commitment to serving the community and contributing to society. Their remarkable achievements not only give momentum to Hong Kong’s advancement, but also set an example for the industry, inspiring a new generation of engineering talent to pursue excellence.
