香港工程師學會 公布學會獎項得主 The Hong Kong Institution of Engineers Announced the Awardees of Four Engineering Awards for 2021

(香港,2021年6月8日) 香港工程師學會 (下稱「學會」) 於6月4日舉行「香港工程師學會周年典禮暨頒獎大會」,表揚傑出工程師。學會非常榮幸邀請到香港特別行政區行政長官林鄭月娥女士為主禮嘉賓及醫院管理局主席范鴻齡先生為大會榮譽嘉賓,同時歡迎中國外交部駐港特派員公署副特派員楊義瑞先生,以及其他主要嘉賓撥冗光臨。典禮上,學會隆重宣布頒發四項工程界殊榮予四名傑出工程師,以表揚他們對學會及工程界作出的貢獻。是次頒發的獎項包括「名譽資深會員」、「香港工程師學會榮譽大獎」、「會長特設成就獎」和「傑出青年工程師獎」,獲獎者分別為李焯芬教授、工程師,高華文教授、工程師,張鍾雄工程師,以及梁亦嵐工程師 (詳情請參閲附件)。

香港特別行政區行政長官林鄭月娥女士在展望香港未來在工程方面的發展時說:「今晚,我以擔任行政長官以來最樂觀的心情談香港的未來。這是因為隨着全國人大在三月十一日通過關於完善香港選舉制度的決定、全國人大常委會在三月三十日通過經修訂的《基本法》附件一和附件二,以及立法會在五月二十七日通過修訂本地法例,立法會將會變得更理性,行政與立法機關之間的關係將更具建設性,從而令政府的管治變得更為有效。我們有更大信心,未來有利香港以及有利香港融入內地發展的基建項目不會被騎劫、阻撓或政治化,我們能夠真正構建香港的未來。」

范鴻齡先生致辭時感謝政府給予醫院管理局 (醫管局) 的支持,讓他們能開展醫院發展計劃,應付本地公營醫療系統要達至可持續性的挑戰。他説:「我們能制定長期的醫院提升及擴展計劃,有賴政府的支持。兩個十年公立醫院發展計劃共涉及35個項目,包括興建新醫院和擴建及重建現有醫院,以提供額外約15,000個床位,這將能在很大程度上滿足香港預計到2036年的服務需求。」范先生特別提到醫院發展計劃會硏究及考慮採用包括DfMA (可供製造和裝配的設計)、MiC (組裝合成建築) 和BIM (建築信息模擬) 等新技術,以應付醫院項目在建築及工程管理等方面的複雜性:「專業工程師一直是我們緊密的合作伙伴。我們歡迎與工程界及相關建造業持份者合作,適當建議引入新技術以加快完成醫院發展計劃。」

香港工程師學會會長源栢樑教授、工程師對香港未來基建項目得以順利推展表示充滿信心:「雖然過去一年是極為不平凡的『疫』年,但見到香港的工程業界在抗疫隔離設施建造上的成果,我引以為傲。」源會長同時寄語會員們——特別是年輕工程師——除了在本地工作外,亦要從多角度積極考慮往外闖、增廣見識,在不同地域謀求發展:「事實上,學會一直與世界各地的工程專業機構維持緊密聯繫,而作為國家發展策略其中重要一部分的大灣區,更為塑造香港未來提供重要機遇。當中,發展局擔當重要的協調和支持角色,而《內地與香港關於建立更緊密經貿關係的安排》的落實更讓本地工程公司及工程師得到在大灣區城市內提供服務和執業的資格。由香港特區政府推出的大灣區青年就業計劃更是一個重要的里程碑,計劃會為 2,000 名香港年輕求職者提供在大灣區開展事業的機會,希望年輕人要抓緊機會。」

此外,學會今年在會長定立的年度主題「相信.可.看見 – 創新.成.蛻變」下,成立了工程企業家平台及舉辦了一系列的推動創科活動,鼓勵並協助會員落實創新意念,讓他們嘗試向創科方面發展,共同為推動香港創新科技發展的生態系統出力。主要活動包括學會在6月12日及13日舉辦的「香港工程師學會創科博覽」,這是學會首個結合現場及網上虛擬方式舉行的大型活動,以創新工程方案展覽和一系列主題講座為重點項目,屆時會與大灣區的創科孵化中心簽署合作備忘錄,加強知識及經驗分享,建立長期科技及創新的合作關係。是次博覽對公眾開放,旨在加深社會各界及年輕人對創科的認識及帶來啟發。源會長說:「本屆完結後,學會亦將持續不斷推動創科發展,包括繼續拓展工程企業家平台,這亦能配合工程師主要的自身發展,以科技創新去解決大眾衣食住行等各方面的問題。」

要專心創科發展,必須有一個令人安心的環境,因此,會長在結語時呼籲各會員携手支持政府推行的各項抗疫防疫工作,而注射疫苗是最重要的一環,祈望可令香港更早回歸常態,生活重回正軌。

(8 June 2021, Hong Kong) The Hong Kong Institution of Engineers (HKIE) organised the HKIE Annual Grand Ceremony cum Award Presentation on 4 June 2021 to recognise outstanding engineers. The HKIE was honoured to have and welcomed the Chief Executive of the Hong Kong Special Administrative Region, The Hon Mrs Carrie Lam Cheng Yuet-ngor, as the Principal Guest, and the Chairman of the Hospital Authority, Mr Henry H L Fan, to be the Guest of Honour and Mr YANG Yirui, Deputy Commissioner, Ministry of Foreign Affairs of the People’s Republic of China in the HKSAR and other guests to come for the evening. On this very special occasion, the HKIE was pleased to announce the awardees of four engineering awards to honour their contributions to the engineering profession and the society of Hong Kong. The four engineering awards “HKIE Honorary Fellow”, “HKIE Gold Medal”, “The President’s Award” and “Young Engineer of the Year Award” was conferred on Ir Professor C F Lee, Ir Professor Norman W M Ko, Ir David C H Chang and Ir Ivy Y L Leung respectively (please refer to the Appendix for details).

To look into Hong Kong’s future development in engineering the Chief Executive of the Hong Kong Special Administrative Region, The Hon Mrs Carrie Lam Cheng Yuet-ngor, said, “Friends, tonight I am speaking to you on Hong Kong’s future with far more optimism than during any other moment as the Chief Executive. This is because with the improvement to Hong Kong’s electoral system based on the Decision made by the National People’s Congress (NPC) on 11 March this year, the amended Annex I and Annex II to the Basic Law approved by the NPC Standing Committee on 30 March and amendments to local legislation passed by the LegCo on 27 May, we will be seeing a far more rational LegCo, more constructive relationship between the Executive and the Legislature, and ultimately more effective governance. We will have greater assurance that infrastructure projects for the benefit of Hong Kong and Hong Kong’s integration into the Mainland development will not be hijacked, obstructed or politicised; we will be able to literally build for Hong Kong’s future.”

Mr Henry H L Fan, thanking the unfailing support of the Government rendered to the Hospital Authority (HA) in hospital development to tackle the challenges of achieving sustainability of Hong Kong’s public healthcare system, said, “The increasing support we received enable us to formulate a long-term plan for upgrading and expanding our hospitals. Two ten-year public hospital development plans involve a total of 35 projects, including new hospitals, as well as expansion and redevelopment of existing hospitals to deliver some 15,000 additional beds, and that will largely meet the projected service demand in Hong Kong up to 2036.” Addressing the complex nature of hospital projects construction and management, Mr Fan highlighted new technologies HA is considering and planning to adopt for its hospital development plans (HDP) such as DfMA (Design for Manufacture and Assembly), MiC (Modular Integrated Construction) and BIM (Building Information Modelling). “Professional engineers have been our close partners. We welcome the opportunity to work with stakeholders in the construction industry for them to introduce and put up suitable new technologies to expedite the completion of the the HDP projects,” Mr Fan added.

Ir Prof P L Yuen, President of the HKIE, has a positive outlook on the smooth implementation of infrastructure projects in Hong Kong. “Despite the rough ride brought by the pandemic over the past year, I am nothing but proud of the outstanding achievement of the engineering industry in building quarantine and isolation facilities under such severe circumstances,” said Ir Prof Yuen, who also highlighted to members, in particular young engineers, the bountiful opportunities beyond Hong Kong that could offer new experiences and insights for their professional development. He adds, “In fact, the HKIE has been establishing close ties with engineering institutions around the world. We can look beyond the borders. As an important national development strategy, the Greater Bay Area (GBA) represents significant major for shaping the future of Hong Kong. With the Development Bureau’s support and coordination, and under the framework of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA), Hong Kong’s engineering companies and engineers can now provide service and practice in GBA cities. The Greater Bay Area Youth Employment Scheme further marks a significant milestone for it gives 2,000 young Hong Kong job seekers the opportunity to launch their careers in the GBA. Young fellows should jump at the chance.”

Under the theme initiated by President Ir Prof Yuen – “Believing is Seeing – Innovation for Transformation”, the HKIE has set up “The Enginpreneurs Hub” and has organised a series of innovation and technology (I&T) activities to encourage and support members in realising their innovative ideas, enable them to set off for innovation, and together support promoting the development of the I&T ecosystem in Hong Kong. A highlighted event includes “The HKIE Innovation Expo” to be held on 12 and 13 June, which is the first institutional event integrating physical and virtual arenas. The Expo features exhibitions of innovative engineering solutions and a series of seminars. The HKIE also takes the opportunity to sign Memoranda of Understanding with incubator centres in the GBA to foster knowledge and experience exchange, establishing long-term I&T cooperation. The Expo is open to all and it is aimed to educate the general public and youngsters about innovation, and eventually spark new ideas. President Ir Prof Yuen said, “The work does not end with this Session; the HKIE will continue the efforts to support innovation endeavours, including the development of “The Enginpreneurs Hub”. This is all in line with the personal development of engineers, which is to apply innovative thinking in solving problems in all aspects of life.”

Only a worry-free environment can provide engineers peace of mind in pursuing their innovative ideas. President Ir Prof Yuen therefore concluded his speech by inviting members to joint hands in supporting the Government in its battle to combat the pandemic. He stressed that getting vaccinated is an important step in the fight to help Hong Kong people to return life to normal.
