香港工程師學會《二零二一年政府施政報告》之回應 The Hong Kong Institution of Engineers Response to the Chief Executive’s 2021 Policy Address

(香港,2021 年10 月6 日) 香港工程師學會 (下稱「學會」) 歡迎行政長官發表 的《二零二一年施政報告》中所提及多項新政策及措施,學會亦欣見政府採納 不少學會早前提交的建議,包括科技及創新、土地及房屋供應、與粵港澳大灣 區 (大灣區) 的融合、城市流動性、青年發展及城市可持續發展範疇上的建議。

學會支持政府以積極及多元化的方針加快覓地過程,以紓緩房屋供應緊張的問 題,改善市民生活質素。當中建設「新界北部都會區」將有助紓緩房屋供應緊 張的問題,提升香港整體市民生活質素。學會認為政府發展新界北部都會區, 提供約300 平方公里的土地作居住、民生、經濟等用途,能令新界北成為促進 港深融合發展和連繫大灣區的最重要地區,有助落實港深「雙城三圈」空間概 念,有利兩地經濟、基建和創科的緊密合作。

學會亦樂見政府積極推進發展大嶼山人工島,特別是發展交椅洲一帶以作商住 用途。在開發土地的同時,學會建議政府制訂及實施積極保育政策,以達至發 展及生態保育的平衡。為加快增加房屋供應,政府鼓勵更廣泛使用「組裝合 成」建築法 (MiC)、可供製造及裝配的設計 (DfMA) 和其他嶄新建築科技,學會 亦深表贊同。

學會亦欣悉政府計劃致力壓縮土地開發流程,全面檢視現行城規、環境影響評 估、收地和道路工程的相關法定程序以及行政安排,制定有效措施,以加快發 展及規劃過程及基建發展項目的推進,應付土地和房屋供應的迫切需求。學會 亦促請政府正視近年公共工程合約所接受的投標價格遠低於核准工程預算的不 良趨勢,這不只影響工程業界的發展,更會損害工程質素及危害公眾安全。

基建發展對城市發展至為重要。學會對政府積極投放資源,加強香港與前海及 大灣區其他急速發展地區的連繫感到欣喜,並歡迎政府發展期待以久的大型運 輸基建發展項目——港深西部快速軌道,期望香港能抓緊前海和大灣區中的龐 大機遇,釋放發展潛力。學會期望香港的整體運輸發展策略可以進一步優化, 從而加強北部都會區和維港都會區的連接,讓現時頗為擁擠的交通得以疏導, 往來南北更加便捷。

科技及創新對城市及工程專業的可持續發展均十分重要。學會喜見政府致力為 科技及創新行業提供支援,將落馬洲、新田騰出合共約150 公頃土地,構建新 田科技城以作創科用途,加速香港「再工業化」,發展以新技術及智能生產為 基礎的先進製造業,讓香港能在大灣區發揮主導作用。學會對政府支持金融 界、商界數碼化轉型,如構建「商業數據通」,讓中小企善用自身的數據來獲 得更便利的融資服務,深感欣慰。學會期望政府繼續推動科技創新,落實香港 智慧城市藍圖,帶領業界在公共工程中採用如大數據、人工智能、物聯網及區 塊鏈技術等創新科技。

為使香港能更有效地與大灣區融合,學會建議政府加強兩地對話,以擴大專業 資格互認至更多工程界別。資格認證能為香港工程師提供更多機會,參與並為 大灣區策略性發展作出貢獻,從而為國家發展起關鍵作用。

為維持香港雄厚科研實力,學會樂見政府大力支持大學科研,原則上接納香港 大學及香港中文大學的建議,為其提供土地作科研用途,亦支持香港理工大學 將紅磡灣校舍用作學術及研究發展。要培育年輕人創科興趣須從小開始,學會 建議政府檢討現時中、小學STEM (科學、科技、工程和數學) 課程,並研究將 STEM 課程進一步融入其他學科,讓學生能了解科技創新浪潮,吸引更多學生 在中學階段選修物理數學等科目,為學習和未來職業作出更全面的規劃,培養 更多未來工程人才,增加人力資源以配合香港發展成科技創新中心。

減碳為達致可持續未來的重要一環。學會對政府快將公布的《香港氣候行動藍 圖2050》期待殷切,與另一「淨零發電」策略雙管齊下,更有效達至減碳目 標,支持國家實踐減碳路線圖。學會亦建議政府將聯合國永續發展目標納入政 策和未來其他項目中,以建設可持續發展的香港,並向私營機構作出示範。學 會亦喜見政府於《香港電動車普及化路線圖》中制定了合理且有效的目標,並 歡迎發展如充電站等的電動車配套設施,學會亦支持政府同時發展其他新能源 交通工具,以替代傳統車輛。

(Hong Kong, 7 October 2021) The Hong Kong Institution of Engineers (HKIE) welcomes new initiatives and measures in the Chief Executive’s 2021 Policy Address. The HKIE is delighted that the Administration has embraced many proposals the Institution made earlier, covering various aspects including innovation and technology (I&T), land and housing supply, integration with the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), urban mobility, youth development and sustainability for the long-term prosperity of the city.

The HKIE agrees to the Administration’s proactive and multifaceted strategies to speed up land sourcing to relieve housing demand and to improve citizens’ living quality. The HKIE considers that the development of the Northern Metropolis which covers a total land area of about 300 square kilometres for multi-functional land uses and will transform the area into an important part for Hong Kong’s integration with Shenzhen and the GBA. This will be conducive to the implementation of the spatial framework of “Twin Cities, Three Circles” and enable close cooperation between the two cities on economic, infrastructure and I&T development.

HKIE is also glad to learn the Administration’s proactive plan to develop artificial islands in Lantau, in particular, around Kau Yi Chau, for residential and commercial purposes. While more lands will be developed for various purposes, the Administration should also pay attention to the diverse habitats in the relevant areas. The Administration is suggested to proactively formulate and implement conservation policy to strike a good balance between development and conservation. To expedite housing supply, HKIE supports the Administration to encourage the construction industry to adopt the latest construction technologies such as modular integrated construction (MiC) and design for manufacture and assembly (DfMA).

In order to accelerate the land formation process to cope with the pressing need for land and housing, the HKIE is pleased to note that the Administration is going to streamline the relevant workflow by reviewing comprehensively the current statutory procedures and administrative arrangements on town planning, environmental impact assessment, land resumption and roadworks authorisation. Equally important, the Administration is urged to look into the unhealthy trend of public works contracts accepting tender price significantly lower than that allowed within the approved project estimates, which not only is detrimental to the engineering industry, but could also affect the quality of projects and public safety to a great extent.

Infrastructure is crucial to the development of the city. The HKIE is particularly pleased with the Administration’s dedication to allocating resources in enhancing the connectivity between Hong Kong, Qianhai and other fast developing areas in the GBA. We welcome the long-awaited development of large-scale transportation infrastructures of the Hong Kong-Shenzhen Western Express Line to enable Hong Kong to capture the vast opportunities and potential in Qianhai and the GBA. The HKIE hopes that the holistic transportation development strategy for Hong Kong can be further optimised to strengthen the connectivity between the Northern Metropolis and the Harbour Metropolis, with a view to better managing the existing heavy traffic and ensuring commuting between the North and South more efficient and convenient.

I&T is increasingly important to the sustainable development of the city and the engineering profession. We are pleased that the Administration has stepped up the support to the I&T industry by earmarking about 150 hectares of lands in Lok Ma Chau and San Tin for the development of the San Tin Technopole. Such an initiative will accelerate Hong Kong’s re-industrialisation to facilitate the development of advanced manufacturing industries which are based on new technologies and smart production, in the hope of shaping Hong Kong’s leading role in the GBA. The HKIE is glad that the Administration supports the digital transformation of the financial and business sectors, by ways such as developing the “Commercial Data Interchange” that enables SMEs to make use of their own data to gain access to more convenient financing services. We also support the Administration to implement the smart city blueprint and to take the lead to promote the usage of I&T by applying innovative technologies like Big Data, Artificial Intelligence, Internet of Things and Blockchain technology in public works projects.

To better integrate Hong Kong with the GBA, we also suggest the Administration strengthening the dialogues between the two areas to expand the recognition of professional qualification to more disciplines in the engineering sector. The qualification recognition will unleash the opportunities for Hong Kong engineers to participate in and contribute to the strategic development of the GBA which is imperative to the country’s advancement.

The HKIE appreciates the Administration’s support to research and development in higher education institutions. We are pleased to learn the Administration’s acceptance in principle on the proposals of The University of Hong Kong and The Chinese University of Hong Kong to provide the two universities with land for research use, and the support to The Hong Kong Polytechnic University in exploring the use of its Hung Hom Bay Campus for academic and research development purposes. To nurture future engineering talents and to increase human resources to support Hong Kong to become an innovation and technology centre, the HKIE suggests the Administration reviewing the STEM (Science, Technology, Engineering and Mathematics) education curricula for primary and secondary schools and further integrating the STEM-related curricula to other subject areas to allow students to understand more about innovation and technology and be attracted to taking subjects like physics and mathematics in their secondary stage for the preparation for their tertiary study and career planning.

Decarbonisation is one of the keys to a more sustainable future. The HKIE is eagerly looking forward to the Administration’s soon-to-be-released “Hong Kong’s Climate Action Plan 2050”. Together with the strategy for “net-zero carbon emissions for electricity generation”, it is hoped that the initiatives would enable Hong Kong to effectively meet the decarbonisation target and be in line with the country’s roadmap. We suggest the Administration further incorporating the United Nations Sustainable Development Goals (SDGs) into policy-making and future project implementation for building a sustainable Hong Kong and to be a role model for promoting the SDGs to the private sectors. We are also pleased to note that effective and reasonable targets are set under the “Hong Kong Roadmap on Popularisation of Electric Vehicles”. We welcome the development of electric vehicles and relevant infrastructures such as charging stations. We also support developing other new energy public transport and commercial vehicles in replacement of traditional vehicles.

The Institution will continue to contribute our engineering knowledge and expertise to support the development of a better Hong Kong.
