(香港,2022年6月6日) 香港工程師學會 (下稱「學會」) 今天舉行「香港工程師學會周年典禮暨頒獎大會」表揚傑出工程師對學會、業界,以至社會整體作出的貢獻。學會非常榮幸邀請到香港特別行政區行政長官林鄭月娥女士為主禮嘉賓及香港理工大學校長滕錦光教授、工程師為大會榮譽嘉賓,同時歡迎各主要嘉賓撥冗光臨。典禮上,學會欣然公布三項工程獎項本年度的得主,包括「名譽資深會員」——陳永堅工程師、「會長特設成就獎」——張建強工程師、「傑出青年工程師獎」——鄧懷德工程師。
名譽資深會員2022
為表揚會員對學會、工程界的貢獻,或於科學、工程領域上的成就,學會每年均會考慮推選個別會員成為名譽資深會員。本年度獲選之會員為陳永堅工程師。
陳工程師現時為香港中華煤氣有限公司常務董事暨執行董事,亦是香港管理專業協會榮譽主席。他畢業於香港大學機械工程系,及後取得港大工業工程碩士學位,曾於香港、瑞典及英國工作,1992年回流香港加入煤氣公司,1997年出任常務董事,至今接近30年,今年6月股東大會後將會榮休。
在陳工程師的領導下,煤氣公司由專注本地業務,發展成業務多元化的區域性企業。時至今日,煤氣公司為本港約200萬用戶及內地3,500多萬用戶提供服務,在內地28個省、自治區和直轄市擁有超過500個項目。
陳工程師在商界的成就有目共睹。他在2005年獲得DHL/南華早報香港商業奬的傑出管理獎,翌年獲香港董事學會頒發傑出董事獎 — 上市公司(香港交易所 — 恒生指數成份股)執行董事,在2015至2019年期間,連續5年入選《哈佛商業評論》2015全球100位最佳CEO。
學會在2015年向陳工程師頒授「香港工程界翹楚」的榮譽,表彰他對學會、工程界及社會的貢獻。他亦是英國機械工程師學會、英國燃氣專業學會的資深會員,以及英國能源學會榮譽資深會員、國際管線專業學會榮譽院士。
他亦熱心服務社會,積極參與公共服務,在2005年獲頒授銅紫荊星章,肯定他對社會的貢獻。陳工程師2016年獲委任為司法人員薪俸及服務條件常務委員會委員,亦曾出任香港教育學院(即現時香港教育大學)校董會成員及副主席,2016年獲香港教育學院頒發榮譽院士。
會長特設成就獎2022
為表揚對學會有特殊貢獻的會員,學會設立了「會長特設成就獎」。本年度獲選會員為張建強工程師。
張建強工程師現時為萬利仕顧問公關董事長,在政府工作30多年期間,曾服務不同工務部門,在香港土地及房屋項目上貢獻尤深。
張工程師1974年畢業於香港大學土木工程系,並於1991年於港大取得公共行政碩士學位,作為專業工程師迄今逾45年。
張工程師的工程師生涯是從政府前工務局開始。他於1977至1980年期間,任職土木工程處工程師。1980年,張工程師調任至房屋署,在其後33年公共房屋建設的工作中,專責地盤平整、工地拓展和樓宇項目工程。他先後出任總工程師及助理署長,亦曾被借調至前房屋局,協助制訂和推展建屋計劃,歷年來負責的土地平整項目達到100公頃,帶領團隊興建50萬個房屋單位。2012年,張工程師從政府退休。
學會事務方面,張工程師服務香港工程師學會亦不遺餘力,曾於2000至2016間出任學會理事,並在2004年至2007年及2009年至2012年間,先後擔任持續專業進修事務委員會主席及公眾服務事務委員會主席。在帶領專責小組期間,成立了香港工程師學會的強制持續進修計劃,亦引進了學會與區議會直接交流訪問的計劃。
張工程師於工餘時間亦積極參與不同學會和工會事務,他相信溝通技巧及建立團結精神,對於工程師發展事業大有幫助,因此他在不同機構及政府部門舉辦講座,以助年輕人提升伙伴及人際關係。他曾出任政府土木工程師協會主席4年,以及擔任高級公務員協會理事超過30年,他亦曾是房屋署職員協會的6屆主席。
傑出青年工程師獎2022
學會舉辦的「傑出青年工程師獎」,旨在表揚青年工程師在工程專業、社會事務以及學會會務上的成就及貢獻。獎項評審委員選出本年度獎項得主鄧懷德工程師。
鄧工程師於2009年在倫敦帝國學院獲得土木工程碩士學位,並於2017年獲香港大學頒授公共行政碩士學位。同年,他獲得香港工程師學會獎學金,到倫敦政治經濟學院深造全球政策研究。
鄧工程師任職於香港特別行政區政府,他在不同的工務部門工作,經驗涵蓋地區工程以至大型基建項目,包括人人暢道通行計劃、綠化總綱圖及北環綫。憑着優秀的表現,他在2018年獲頒土木工程拓展署署長嘉許信。
鄧工程師現職華人廟宇委員會項目經理,主管項目管理部,負責各廟宇的工程,並積極推動本港古蹟資產管理的數碼化轉型。
他亦致力為年青工程師發聲,提倡加強透明度和包容性。他參與多個學會的主要政策委員會及事務委員會,包括於2018年當選青年會員事務委員會主席,於2019年獲會員大會推選成為理事,目前是執行委員會委員,亦是工程師註冊管理局成員。
鄧工程師還努力促進國際關係,曾帶領代表團到訪內地、東盟國家、中東及美國等地。2019年,他聚集了8個經濟體代表,在香港舉辦了為期3天的國際青年工程師交流論壇。目前,他於是世界工程組織聯合會轄下的青年工程師常委會的為香港代表,協助推廣聯合國可持續發展目標。
另外,吳嘉榮工程師及王姍姍工程師均獲頒本年度「傑出青年工程師獎」優異獎。
學會期望香港工程師以各獎項得主為榜樣,繼續秉持可持續、專業、誠信、精益求精、追求卓越的核心價值,為香港的未來共同努力。

(6 June 2022, Hong Kong) The Hong Kong Institution of Engineers (HKIE) is pleased to announce the awardees of three engineering awards to recognise their contribution to the Institution and the engineering profession. We are honoured to have Mrs Carrie Lam Cheng Yuet Ngor, the Chief Executive of the HKSAR Government, as the Principal Guest, and Ir Prof Teng Jinguang, the President of the Hong Kong Polytechnic University as the Guest of Honourable. Ir Alfred Chan Wing Kin received the “HKIE Honorary Fellow 2022”, Ir Martin Cheung Kin Keung received the “HKIE President’s Award 2022” and Ir Tang Whai Tak awarded the “Young Engineer of the Year Award 2022”.
The HKIE Honorary Fellow 2022
Honorary Fellow may be elected each year to recognise remarkable services to the Institution, to engineering in general, or to the fields of sciences. This year, Ir Alfred W K Chan received the honour.
Ir Chan is the Managing Director of The Hong Kong and China Gas Company Limited (Towngas). He is also the Honorary President of The Hong Kong Management Association (HKMA). Ir Chan holds a Bachelor of Science degree in Mechanical Engineering and a master’s degree in Industrial Engineering from The University of Hong Kong in 1973. Ir Chan has been a professional engineer and a business executive in the gas industry.After spending 18 years in the manufacturing industry in Hong Kong, Sweden and the United Kingdom, he joined Towngas in 1992 as General Manager and promoted as the Managing Director in 1997. After near 30 years of service, he will retire from the position in June.
Under his leadership, Towngas expanded from a Hong Kong-based gas utility company into a diversified regional entity focusing on environmental protection and renewable energy initiatives: Towngas now operates more than 500 projects in Mainland China, serving 32 million customers in addition to 2 million Hong Kong households.
Ir Chan has received numerous awards and accolades for his outstanding contribution as a business leader. He received the Executive Award under the DHL/SCMP Hong Kong Business Awards 2005. In 2006, he was presented Director of the Year Award, Listed Companies (SEHK – Hang Seng Index Constituents) Executive Directors from The Hong Kong Institute of Directors. From 2015 to 2019, he was selected as one of “The 100 Best-Performing CEOs in the World” by Harvard Business Review.
Ir Chan was conferred the HKIE Hall of Fame in 2015 as a recognition to his contributions to the HKIE, engineering industry and the society. He is an Honorary Fellow of the Energy Institute of the United Kingdom and the International Institute of Utility Specialists. He was a HKIE Fellow and a Fellow of The Institution of Mechanical Engineers and the Institution of Gas Engineers & Managers of the United Kingdom.
For outstanding service to the community, Ir Chan received the Bronze Bauhinia Star from the Hong Kong Government in 2005. He served as the member of the Standing Committee on Judicial Salaries and Conditions of Service between 2016 and 2021. He was a Council Member of The Hong Kong Institute of Education, now known as The Education University of Hong Kong (EdUHK), from 1998 to 2004, serving the last two years as Deputy Chairman of the Council and was conferred an Honorary Fellow of the HKIEd (now EdUHK) in 2016.
The President’s Award 2022
The President’s Award was set up by the Institution in recognition of the dedicated and valuable service of a member of any class who has served the Institution with distinction. This year, Ir Martin K K Cheung received the honour.
Ir Cheung is currently PR Director of Mannings (Asia) Consultants. He worked for various works departments throughout his 33 years’ service in the government, and his contribution to Hong Kong’s land and housing projects is particularly commendable.
Ir Cheung graduated from The University of Hong Kong (HKU) in 1974 with a BSc (Civil Engineering) degree. In 1991, he obtained his Master of Public Administration (MPA) degree from HKU. 2022 will mark the milestone of his 45th anniversary as a professional engineer.
He started his engineering career as a Civil Engineering Graduate (CEG) with the Hong Kong Government in the Public Works Department. From 1977 to 1980, Ir Cheung worked as an engineer in the Civil Engineer Office. He then spent the following 33 years at the Housing Department (HD) working on site formation and building projects for public housing. As the Chief Engineer and later the Assistant Director (Project) of the Department, Ir Cheung led teams to deliver 100 hectares of land for housing and produce 500,000 flats. He was later seconded to the Housing Bureau as Principle Assistant Secretary taking charge of housing development initiatives, and retired from the Government in 2012.
Ir Cheung has contributed actively at institutional affairs. His service to the Institution includes Council Member during 2000 to 2016. He was also the Chairman of the Continuing Professional Development Committee (CPDC) during 2004 to 2007 and Community Services Committee (CSC) for the period of 2009 to 2012. He led a working group to establish a Mandatory CPD system in January 2006. During his chairmanship of the CSC, he introduced the direct visits of District Council Members to the Institution.
Apart from work, Ir Cheung has volunteered actively at unions and welfare associations to promote networking and partnership. He regularly gives talks to institutions and departments to share his public engagement and networking skills with the younger generations. He was the Chairman of the Government Civil Engineers Association for four years and a Council Member of the Senior Government Officers’ Association for more than 30 years. He was also the Chairman of the Housing Authority Staff Club for 6 years.
Young Engineer of the Year Award 2022
The Young Engineer of the Year Award aims to recognise outstanding young engineers who have made significant contributions and outstanding achievements to the profession, to the community of Hong Kong and to the HKIE. After a deliberate reviewing process and panel interview, Ir Tang Whai Tak was selected for the Young Engineer of the Year Award 2022.
Ir Tang Whai Tak, the awardee for the year, graduated from Imperial College London in 2009 with a master’s degree in Civil Engineering. In 2017, he obtained a Master of Public Administration from The University of Hong Kong (HKU). In the same year, he received the HKIE Arthur & Louise May Memorial Scholarship to study global policies at the London School of Economics and Political Science.
Ir Tang has extensive experience working in various works departments of the HKSAR Government from local projects to large-scale infrastructures, including the Universal Access Programme, Greening Master Plan and the Northern Link. His outstanding performance was recognised by commendation from the Director of Civil Engineering and Development in 2018.
Currently as Project Manager of the Chinese Temples Committee, he heads the multi-disciplinary project management section for maintaining historic temples. He is also driving the digital transformation in the asset management of local heritage.
Ir Tang is committed to representing the voice of young engineers by serving at the heart of the Institution as the Chairman of the Young Members Committee in 2018/2019, an Elected Ordinary Member of the Council since 2019, an Executive Member and a Member of the Engineers Registration Board.
Ir Tang strives to foster international connections, having led delegations to the mainland, ASEAN countries, the Middle East and the U.S. In 2019, he gathered practitioners from eight economies and hosted a three-day International Young Engineers Exchange Forum in Hong Kong. He now represents Hong Kong on the Standing Committee on Young Engineers/Future Leaders of the World Federation of Engineering Organisations, collaborating to promote the United Nations Sustainable Development Goals.
This year, Certificate of Merit of the Young Engineer of the Year Award 2022 went to Ir Ng Ka Wing and Ir Wang Shan Shan.
The Institution hopes the engineers in Hong Kong can follow the examples set by the awardees, keeping the core values of sustainability, integrity, professionalism, excellence and continuous improvement and work together for Hong Kong’s future.
