(香港,2021年10月18日) 香港工程師學會(下稱「學會」)支持政府在《二零二一年施政報告》中關於推動香港「再工業化」的措施,包括加大力度投放資源,從基礎設施、技術研發、資本投放及人才培訓四方面加速「再工業化」進程。
學會支持行政長官建議擴大「創新及科技局」為「創新科技及工業局」,以凸顯由創科推動本港「再工業化」的發展。「再工業化」有助製造業升級轉型,對已發展國家及經濟體來說,以科研為本的先進製造業及其連帶的生產性服務業,是維持經濟穩定及長遠可持續性的重要支柱。推動「再工業化」,不但有助香港建立核心技術和發展優勢產業,同時能帶動更多元化的工程專才需求,包括科研開發、工程設計、智能製造、產品設計、電腦科技、人工智能,以及物流、品質及生產管理等。
就推動「再工業化」,學會建議政府適度放寬各類資助計劃的申請要求和資助比例,以及縮短申請程序所需時間,以幫助更多中小企業升級轉型。此外,為促進工業界及學術界的科研合作及技術轉移,政府應透過改善撥款條件,鼓勵院校增加投放資源於應用研究,企業可將與院校合作的科研成果,轉化成優質產品及服務,以協助工業界向高增值及創新技術方向發展。
另外,學會亦建議政府可加強與建造業界各持份者合作及投入更多資源以推動建造業發展「再工業化」,以加速業界數碼化轉型。政府可推廣建築信息模擬(BIM)、可供製造和裝配的設計 (DfMA) 及「組裝合成」建築法 (MiC) 的普及使用,提升建造業施工安全、品質監控、環保及成本控制等環節,令新界北部都會區發展可更順利開展。
「再工業化」的持續發展全賴具備新技能及應用工程及管理才能的專才,因此,提升人才質素及技能對創新科技普及化及各行業的發展尤為重要。學會一向致力培育專業工程師,多年來與業界攜手,為各工程學科畢業生提供有系統的培訓計劃。學會致力配合政府創新科技及「再工業化」發展,與政府、業界及學界就工程師培訓及專業發展加強合作,為建立各工程範籌的專業及跨學科人才庫作出貢獻。
在推動創新科技發展方面,學會去年成立的工程企業家平台 (Enginpreneurs Hub) 匯聚創科專才,透過為會員提供創科資訊和專業意見,及舉辦經驗和知識分享活動,支持會員實踐創新概念。另外,為啟迪業界與公眾的創新思維,學會於本年6月舉辦創科博覽,更在博覽會上與大灣區內13所創科孵化中心簽訂合作意向書,加強知識及經驗分享,深化本地創科人士對區內創科機遇和合作伙伴的了解,以建立長期科技及創新的合作關係。
學會將繼續積極促進跨地區、跨領域的創新和技術生態系統發展,並全面配合政府推動創新科技和「再工業化」,助社會和國家的整體經濟發展。

(Hong Kong, 18 October 2021) The Hong Kong Institution of Engineers (HKIE) supports the measures to promote Hong Kong’s reindustrialisation as suggested in the 2021 Policy Address, including further efforts on infrastructure, technology research and development (R&D), capital investment and talent development for the acceleration of the reindustrialisation process.
The HKIE supports the expansion of the Innovation and Technology Bureau into the Innovation, Technology and Industry Bureau, highlighting the role of innovation and technology (I&T) in promoting the development of reindustrialisation in Hong Kong. Reindustrialisation is an effective measure to facilitate the upgrading and transformation of the manufacturing industry. For developed countries and economies, scientific research-based advanced manufacturing and its associated producer services are important pillars for maintaining economic stability and long-term sustainability and creating diversified employment opportunities. Promoting reindustrialisation not only helps Hong Kong build its core technologies and develop industries where Hong Kong enjoys clear advantages, it also drives the demand for engineering talents with more diverse expertise, such as scientific R&D, engineering design, intelligent manufacturing, product design, computer technology, artificial intelligence, logistics, quality and production management.
To encourage reindustrialisation and support the upgrading and transformation of small and medium enterprises (SMEs), the HKIE recommends the Government to aptly relax the application requirements and funding ratios of various funding schemes, as well as shorten the time required for the application process. Furthermore, in order to promote cooperation on scientific research and technology transfer between the industry and the academia, the Government is suggested to encourage institutions to increase resources for applied research by optimising funding conditions. Enterprises can transform the scientific research results from collaboration with institutions into high-quality products and services, and in turn assist the industry’s development of high value-added and innovative technologies.
In addition, the HKIE recommends the Government to strengthen its cooperation with stakeholders of the construction industry and further allocate resources to enhance the industry’s awareness of the importance of reindustrialisation and accelerate the industry’s digital transformation. The Government is also suggested to popularise the use of construction technologies such as building information modelling (BIM), design for manufacture and assembly (DfMA), modular integrated construction (MiC) which altogether may improve construction safety, quality, environmental and cost control to facilitate the development of important initiatives such as the Northern Metropolis and the Lantau Tomorrow Vision.
Talents equipped with new skill sets and applied engineering and management capabilities are essential to the sustainable development of reindustrialisation. In particular, it is critical to improve the quality and skills of talents for the popularisation of innovative technologies and the development of various industries. The Government and the academia are recommended to increase the resources for nurturing talents with relevant engineering capabilities, in order to cope with the need of the future I&T industries. The HKIE is devoted to nurturing professional engineers, and has joined hands with the industry to provide structured training programmes for graduates of various engineering disciplines. The HKIE will support the Government in promoting reindustrialisation, and will strengthen its cooperation with the Government, the industry and the academia in engineer training and professional development for establishing professional and interdisciplinary talent pools.
In terms of promoting I&T, the HKIE set up the Enginpreneurs Hub last year to help gather I&T experts to support members in implementing their innovative concepts by providing them with the latest I&T information, offering professional advice and organising experience and knowledge sharing activities. The HKIE Innovation Expo held in June this year aimed to spark innovation among industry practitioners and the public. To deepen local innovators’ understanding of the opportunities provided in the Greater Bay Area (GBA) and the capabilities of our GBA counterparts, the HKIE signed a Memoranda of Understanding with 13 incubation centres in the GBA at the Expo to strengthen knowledge and experience sharing and to establish long-term technological and innovative partnerships.
The HKIE will continue to facilitate the development of multidisciplinary and cross-boundary I&T ecosystems, and looks forward to cooperating with the Government to promote I&T and reindustrialisation to support the local and national economic development.
